Insurance Ireland – KPMG Briefing Session: CBI Review of the Consumer Protection Code

Overview

Insurance Ireland, in partnership with KPMG, is delighted to invite you to a lunchtime briefing session and panel discussion on the Central Bank of Ireland’s (‘CBI’) ongoing comprehensive review of the Consumer Protection Code.

We are pleased that Gerry Cross, Director of Financial Regulation – Policy & Risk at the CBI will join us to discuss some of the key drivers of the review, and also some of the CBI’s asks of the insurance and wider financial industry in responding to its Discussion Paper by 31 March 2023. The Discussion Paper covers a broad spectrum of consumer-related themes, from firms’ consideration of best interests of consumers, to innovation and disruption and climate change considerations as well as information disclosure and fair treatment of vulnerable consumers. 

Following the briefing session, there will be a panel discussion of industry leaders to hear some diverse perspectives on the various elements of the Discussion Paper, including in the context of the wider regulatory environment. Panellists include Gerry Cross, Director of Financial Regulation – Policy and Risk, Central Bank of Ireland, Moyagh Murdock, Chief Executive Officer, Insurance Ireland, Anthony Brennan, CEO, Zurich Ireland, Dónal Clancy, Managing Director, Laya Healthcare and President, Insurance Ireland and Edel O’Connell, Chief Compliance Officer, Irish Life Group.

The panel will be moderated by Gillian Kelly, Co-Head of Consulting, KPMG Ireland.

Speakers

Gerry Cross, Director of Financial Regulation – Policy and Risk, Central Bank of Ireland

 

Gerry Cross was appointed as Director of Financial Regulation – Policy and Risk in May 2015. He leads the Central Bank’s work on prudential and markets conduct regulatory policy and its supervisory risk framework (PRISM). Gerry is a member of the EBA Board of Supervisors and alternate member of the EIOPA Board of Supervisors. He co-chairs EBA’s Standing Committee on Regulation and Policy. 

Gerry has had an extensive career in the area of financial services regulation. Before joining the Central Bank he worked at the European Commission, the UK Financial Services Authority, Fortis Group, the Institute of International Finance, and the Association for Financial Markets in Europe. 

 

Moyagh Murdock, Chief Executive Officer, Insurance Ireland

Moyagh Murdock is the Chief Executive Officer of Insurance Ireland having taken over the role from Interim CEO Gerry Hassett in April 2020. Previously she was the CEO of the Road Safety Authority, a position she has held since February 2014. 

Prior to taking up the CEO role in the RSA, she was Chief Operating Officer for Bus Éireann after having first joined the company in 2007 as the Deputy Chief Mechanical Engineer with responsibility for the fleet maintenance and garage operations. 

Originally from Newry, Co. Down, Moyagh graduated from Queen’s University Belfast with a B.Eng. Mechanical Engineering. She also holds an MBA from Dublin City University and a Certificate of Professional Competence in Road Transport Operations Management.

 

Anthony Brennan, CEO, Zurich Ireland

  

Anthony Brennan has been the Zurich Ireland Country CEO since 2016.     His career in the insurance industry has spanned over 35 years, all of which have been spent with Zurich and he has overseen Zurich’s Ireland’s strong growth since 2016 which now sees it with a 10%+ market share in General Insurance and over 20% share in Life Insurance in Ireland.

Anthony is a Fellow of the Society of Actuaries in Ireland and is the current President of the Insurance Institute of Ireland.  He is a past President of Insurance Ireland and recently stepped into the chair of their Non Life Council. 

 

Dónal Clancy, Managing Director, Laya Healthcare and President, Insurance Ireland

 

Dónal Clancy joined BUPA Ireland in 1996 at the beginning of the business’s start-up phase in Ireland.  His career history with BUPA Ireland includes Director for Customer Service, IT Director and Operations Director and he also served as Director for Customer Service & Operations for BUPA, UK.

In December 2011, Dónal steered the business through a management-led buyout culminating in the launch of laya healthcare on May 14th, 2012. The strength and depth of laya healthcare’s team was credited in January 2015 with the sale of laya healthcare to international insurance organisation AIG was announced.

 

Edel O’Connell, Chief Compliance Officer, Irish Life Group

 

Edel currently has responsibility for the compliance function across all of the Irish regulated firms in Great West Lifeco – operating in Ireland under the Irish Life and Canada Life brands. A Fellow of the Society of Actuaries in Ireland and a Licentiate of the Compliance Institute, she has over 25 years’ experience in the Irish financial services market.

Having originally worked in a number of financial reporting and product development roles, she took on her first role in compliance and operational risk in Irish Life Assurance in 2007. She was responsible for Irish Life’s Solvency II project from 2010 to 2015 before returning to a full-time Compliance role in 2015 and taking on her current role more recently. She has extensive experience of both prudential and consumer protection compliance matters.

 

Gillian Kelly, Co-Head of Consulting, KPMG Ireland

 

Gillian is Co-Head of Consulting for KPMG in Ireland and advises a range of leading financial services institutions in banking, insurance, leasing and investment management. 

Gillian has been with KPMG for over 20 years and in this time she has gained invaluable insight and knowledge across a variety of sectors and specialisms. Gillian leads the firm’s Conduct Risk and Culture services, overseeing teams bringing market leading services and insights to the sector.
