Health Council


The Health Council comprises the CEOs of all three private health insurance companies operating in the domestic Irish market.

The Council is chaired by Mr Dónal Clancy of Laya Healthcare.

The role of the Health Council is to take ownership of core market health insurance issues and ensure that they are dealt with in line with Insurance Ireland’s Strategic Plan. The Health Council meets once a quarter. Working groups report to the Council on their initiatives.

The Health Council manages specific health insurance issues such as the Minister for Health’s proposal to introduce further charges for private health insurance customers who are treated in public hospitals. In addition, there are challenges in areas which are common to all insurance companies such as Solvency II and regulation. The Health Council also has important input into Insurance Ireland’s policy in these areas.
