Insurance Ireland, in partnership with KPMG, is delighted to invite you to a lunchtime briefing session and roundtable discussion on the Central Bank of Ireland’s Individual Accountability Framework.
On 09 March 2023, the Central Bank of Ireland (Individual Accountability Framework) Act 2023 was enacted with the aim of promoting improved governance and positive cultural change in Regulated Financial Services Providers The Central Bank of Ireland launched an associated three-month consultation process on key aspects of the Individual Accountability Framework (“IAF”) in March 2023, including the publication of draft Regulations and draft IAF Guidance.
As we approach the closing date for responses to the Central Bank’s consultation, this session will explore key themes including:

Gillian Kelly, Partner, Head of Consulting, KPMG
Gillian is a Partner and Head of Consulting for KPMG in Ireland and advises a range of leading financial services institutions in banking, insurance, leasing and investment management. Gillian has been with KPMG for over 20 years and in this time she has gained invaluable insight and knowledge across a variety of sectors and specialisms. Gillian leads the firm’s Conduct Risk and Culture services oversees the team bringing market leading services and insights to the sector.
Jacqueline Thornton, Director of Regulation and Policy Development, Insurance Ireland
Jacqueline is the Director of Regulation and Policy Development at Insurance Ireland and leads the development of our Regulatory policy positioning with our members and she and her team support the technical aspects of our lobbying and advocacy. Prior to joining II, she worked in the UK for 15 years in a variety of regulatory policy & compliance roles within trade bodies, in-house compliance and consultants across a range of industries in financial services. Jacqueline enjoys nothing more than meeting members for coffee to discuss the regulatory hot topics domestically and from Europe and working with members to shape regulation so that the insurance industry can reach commercially viable and compliant solutions.
Áine MacDonnell, Director, Risk & Regulatory Consulting, KPMG
Áine is a Director in Risk & Regulatory Consulting at KPMG with 11 years’ experience providing risk, regulatory, assurance and advisory services to a range of clients in the financial services sector. She specialises in assisting clients to effectively manage and recover from risks, operational, regulatory and conduct related. Áine leads teams who are experienced in managing diverse risk issues including regulatory compliance and investigations, individual accountability, conduct and consumer risk management, risk frameworks, corporate governance, and remediation.
Rosalind Norton, Director, Risk & Regulatory Consultin, KPMG
Rosalind is a Director in Risk Consulting at KPMG in Ireland and advises a range of leading financial services institutions in banking and insurance. Rosalind has been with KPMG for over 8 years in both Australia and Ireland and in this time, she has gained deep knowledge across Individual Accountability regimes, Conduct Risk, Culture, Inclusion and Diversity. Rosalind assists clients with the development of regulatory and culture change programmes and regulatory reviews and investigations. Rosalind also brings SME knowledge on the impact and lessons learnt from the Banking Executive Accountability Regime (BEAR) in Australia.
