Overview

Insurance Ireland is pleased to announce the launch of our Consumer in Vulnerable Circumstances Forum (CVCF) in partnership with KPMG. The Forum will allow the insurance sector to share best practices in supporting consumers who need more help, raise issues and barriers to providing additional support and hear from various civic action groups and regulatory bodies on the concerns that these consumers raise and how insurers should be addressing them. The forum will meet regularly over the coming months.

The forum will launch with a breakfast event in Platform X on Tuesday 1 July 2025 from 9-10.30am. As the inaugural meeting of the forum, this session will focus on the prioritization of concerns of the sector, such as the treatment of trusted contacts under the new Consumer Protection Code and how the Code interacts with the Assisted Decision Making Act (ADMA) and the Decision Support Service (DSS). Once the high-level issues are agreed, KPMG will share their insights into how to define vulnerability in terms of circumstances and nature, and we hope to generate a discussion on how this is currently working in the insurance sector and how it can be improved.

As this forum will generally meet in person, we are seeking a maximum of two representatives from firms who will be dealing with this cohort of consumers: one customer operations representative and one second line compliance representative. The firm representatives may change depending on the topic under discussion or the external speaker whom has been invited for the session. It is important that firms identify the correct representative for the forum as it will be the main forum for the identification of any items to be incorporated into the overall Insurance Ireland Policy & Lobbying strateg
